Building more, committing less: installed electrolysis doubled to 4 GW and RWE's 300 MW Lingen delivered first hydrogen, but 2025 FIDs fell below 0.8 Mt/yr and the 2030 project pipeline shrank by 10 Mt to 27 Mt.
