Five EU member states moved on hydrogen funding or policy within days of each other, though all six items below trace to a single outlet and are unverified independently: France set penalties for clean-H2 mandate non-compliance and folded an e-SAF auction into its 2027 draft budget; Lithuania's state pipeline operator secured government approval for €1.2bn in hydrogen-infrastructure spending; Austria committed €200m to the next EU Hydrogen Bank auction round; Denmark raised its hydrogen-pipeline budget by $850m; and Spain fast-tracked the first 234km segment of its national H2 pipeline network plus an unnamed e-methanol project. Prices stayed contained: TTF eased to ~€74.7/MWh, German day-ahead power ran a €141–201/MWh daily-average band (a sharp €258/MWh evening peak on 5 Oct, but no Dunkelflaute repeat), and Spanish OMIE data was retrieved for the first time in three editions (week average ≈€165.7/MWh). In Spain, Moeve Carteia's water-rights request remains ungranted for an eighth consecutive edition, and Repsol Cartagena's DIA document is now unlocated for a tenth. Electrolysers and water were both fully quiet for a second straight week.
1 · Production and pipeline
Global aggregates — IEA Global Hydrogen Review 2026 baseline, unchanged this week
The second consecutive week this series has found zero FIDs and zero cancellations simultaneously — W40's "quiet week" was not a one-off. The week's substantive global item was an offtake, not a project move: AM Green (India) won H2Global's "Asian lot" — a €585m, 10-year renewable/green-ammonia supply contract to Germany via Hintco (~30 Sept–1 Oct), multi-sourced across five outlets and treated as confirmed. The remaining three H2Global auction lots are due to be revealed before end of 2026. Plug Power reported a 280MW electrolyser supply deal plus a flagged >1GW pipeline for a Danish e-SAF project (29 Sept) — likely tied to its long-standing Arcadia eFuels partnership (first announced 2023); treated as low-to-medium confidence pending confirmation it is new rather than restated. One unverified pre-FID announcement surfaced: a China Huadian green-ammonia project at Yingkou (1 Oct, single-sourced, could not fetch full article — needs follow-up).

German power stayed contained — daily averages ran €140.75–200.50/MWh (29 Sept–4 Oct; no daily average retrieved for 5 Oct, but hourly data shows a €258.19/MWh evening peak against a €73.79/MWh midday trough, no negative prices, no repeat of the 14 Sept €740.01/MWh record). Spanish OMIE data was successfully retrieved this week — ending two straight weeks of COULD NOT RETRIEVE — week average ≈€165.7/MWh, single-sourced to an aggregator (tarifaluzhora.es), no year-on-year comparator available. Confirmed directly: the latest EWI/BDEW Hydrogen Monitor remains the Q2/2026 edition (published 26 May 2026, data to 31 Mar 2026, 181MW EWI baseline) — a Q3 2026 edition is still unpublished and now clearly overdue. No 4th Wasserstoff-Kernnetz Marktinformationspaket found; the 3rd package (Jul/Aug 2026) and its ~6GW paid-reservation figure stand unrefreshed. No new IPCEI award. A cleaner Europe-wide reference surfaced this week (UNEM's "Databook 2026", published 9 Jan 2026, stale but newly adopted as the standing EU-wide figure): 303 active HRS across the EU27 at end-2025 — Germany 128, France 79, Netherlands 50, Italy 3. This is almost certainly a census-style basis (built/registered stations), materially different from and not to be merged with the H2 Mobility live-map figure (~50 German stations, public-and-currently-operating basis) — both are shown below with their basis labelled.
