The first genuinely quiet FID week this series has tracked coincided with the loudest EU regulatory move in months — Brussels opened infringement proceedings against 26 of 27 member states (Italy exempted), Spain included, for missing the 5 August 2026 deadline to transpose the EU's low-carbon/renewable hydrogen and gas market directive (2024/1788). No hydrogen or derivative project reached FID anywhere in the world this week, and no cancellation was confirmed either. Corporate activity kept moving regardless: Uniper signed one of the largest e-SAF offtakes to date (40,000 t/yr from Arcadia eFuels' Endor project, Denmark), and a Sustainable Aviation Buyers Alliance cohort including Google, McKinsey and American Airlines committed to e-SAF certificates from Infinium's Texas plant. On prices, German day-ahead power normalised — no repeat of last week's €740.01/MWh Dunkelflaute record, settling into a €111–226/MWh daily-average band (some intraday hours even went negative) — while TTF gas eased further to €72.96/MWh. In Spain, Moeve Carteia's water-rights request remains ungranted for a seventh consecutive edition, and Repsol Cartagena's underlying DIA document is still unlocated after nine. On electrolysers, ITM Power's FY2026 results turn out to have already landed on 15 September — resolving last week's escalating watchlist item.

1 · Production and pipeline

Global aggregates — IEA Global Hydrogen Review 2026 baseline, unchanged this week
The first week this series has found zero FIDs and zero cancellations simultaneously. Adjacent to a cancellation, not one: Statkraft (Norway) divested two pre-construction UK projects — Scatsta (400MW) and Tagdale — to Kentron Green Nordic (24 Sept), which intends to proceed. New offtakes: SABA members (Google, McKinsey, American Airlines) committed to e-SAF certificates from Infinium's Texas plant (22 Sept); Uniper signed a 10+yr, 40,000 t/yr e-SAF offtake with Arcadia eFuels, Denmark (23 Sept); Sungrow won a 21MW PEM electrolyser order for a Polish project (23 Sept). Policy headline: the EU opened infringement proceedings against 26 states incl. Spain over Gas & Hydrogen Package transposition (25 Sept) — see §3.

2 · Prices and costs

Input cost drivers, 22–28 September 2026, vs W39 baseline
German power fully normalised — no repeat of the 14 Sept record, daily averages ran €111–226/MWh this week (single-sourced to an aggregator, not EPEX/EEX directly — a primary-source spot-check was attempted but blocked by JS-rendered pages). TTF eases for a second straight week to €72.96/MWh. Spanish OMIE data could not be retrieved at all this week — a regression from W39. LCOH, HYDRIX/Argus/Platts remain unretrievable for a ninth consecutive week. EU auction 4's ≥75% non-Chinese content rule and ~€500m budget are reconfirmed; the €4/kg ceiling and 5MW minimum are not reconfirmed this pass.

3 · Spain and the EU

The ambition gap and the Spanish project pipeline
Headline: the European Commission opened infringement proceedings against 26 member states (incl. Spain) on 25 Sept for failing to transpose the Gas & Hydrogen Package directive by 5 Aug 2026 — primary-sourced, high-confidence. Moeve Onuba: Wood appointed "owner's engineer" (22 Sept) — coordination step, no new figures. Moeve Carteia: BOJA 183/185/188 all checked directly — no water-rights decision found, 7th consecutive edition. Repsol Cartagena: primary DIA document still unlocated, 9th consecutive edition. H2 La Joya: no movement this week — pipeline-length discrepancy (27km vs >48km) and opposition stance both stand. Iberdrola Puertollano II/Catalina: still NOT DISCLOSED; a 23 Sept roundup conflates it with the separate operational 20MW Puertollano plant — not adopted. CEF Energy's €600m call closes 30 Sept, two days after this window.

4 · Germany

Project scoreboard, with water source classification per project
A largely quiet scoreboard again, with one recovery: SALCOS's 20 Sept update (404'd last week) was retrieved this edition (single-sourced) — first production targeted H1 2027, state aid raised to €1.322bn, expansion FID pushed to 2028–29. No new FID, no new cancellation. Kernnetz: still no 4th Marktinformationspaket; an ONTRAS table shows ~15.09/10.84 GWh/h entry/exit headroom by 2030 — not the paid-reservation figure. Klimaschutzverträge round 2 deadline restated as 9 Sept (21 bids submitted); results not yet announced.

5 · Hydrogen refuelling network

Direction of travel, not headcount — track openings, closures and net change
Germany, Spain and Europe: COULD NOT RETRIEVE a fresher count — all three sources remain JS-rendered or stale. Andalusia: Córdoba's HVR station still not confirmed open — only a press-kit image, no inauguration article. HVR opened stations in Zaragoza and Algete (21 Sept, just outside window and outside Andalusia) — national rollout context. The HUB LA ISLA H2 (Dos Hermanas) verification gap from W39 remains unresolved.

ITM Power's "overdue" watchlist item resolves — FY2026 results were actually published 15 Sept, just before W39's window closed; a window-boundary artefact, not a genuine delay. £46.5m UK backstop grant, £152m order book. Plug Power delivered a GenEco unit to HWR Hydrogen (NZ/Australia, 22 Sept). Sungrow won a new 21MW PEM order for a Polish project (23 Sept) — a new project-usage entry. No insolvency, layoff or closure found for any tracked OEM this week.

7 · Water intake and climate-relevant project screening

Taxonomy classification, disclosure gap, and permit risk — not cost
The first fully quiet week this series has recorded on water. Following the full BOJA/BOE/BORM/UVP-Portal/specialist-press sourcing order, no movement was found on any of the four long-stuck items (Moeve Carteia — 7th edition unresolved; Repsol Cartagena primary document — 9th edition unlocated; Iberdrola Puertollano — still genuinely undisclosed; Granja de Moreruela — unchanged at 233,911.4 m³/yr), and no newly disclosed or newly contested hydrogen water permit was found anywhere globally. One new entry noticed (not newly dated): a Guadiana confederación hidrográfica concession for green H2 at Cordobilla de Lácara/Mérida (Badajoz), dated 21 May 2026 — added to the dataset for future tracking.

8 · The week's movements

Negative findings, stated deliberately: no FID and no confirmed cancellation this week — the first time both are true simultaneously. No new 45V/DOE H2Hubs/IRS, China national-policy, Japan or Middle East development. No H2Med/backbone news (CEF Energy's call remains open, closing 30 Sept). No fresher EWI/dena capacity dataset or 4th Kernnetz Marktinformationspaket, no Klimaschutzverträge results. No fresher refuelling-station count for Germany, Spain or Europe. No newly disclosed or newly contested hydrogen water permit anywhere globally.
