Gas's climb turned into a spike, and German power swung from a June-low to a June-high in seven days. TTF gas hit €83.39/MWh on 14 September, up 159.4% year-on-year — confirmed independently this edition — as Strait-of-Hormuz risk escalated toward open US–Iran confrontation, Qatar issued force majeure on some LNG shipments, and EU storage fell below 31%. German day-ahead power reversed hard: €191.82/MWh on 10 September (highest since June), with the 19:00 CEST hour hitting €460.86/MWh — highest since 2024 — as wind output collapsed to roughly a quarter of the 2026 average. The same week, SABIC took FID on a new blue-ammonia/CCS complex in Saudi Arabia — a reminder FIDs are still happening, just not green ones. On water, a newly surfaced dispute 500km from Andalusia shows the same tension elsewhere: two UTU Solar plants in Zamora draw over 220,000 m³/yr from the Villafáfila aquifer, and the provincial government publicly backs the projects while explicitly opposing the abstraction. Moeve Carteia and Repsol Cartagena's water-rights disclosures remain stuck at a fifth and seventh consecutive unresolved edition respectively, while Moeve Onuba's 17 September groundbreaking — just past this window's close — is previewed at a valley-wide scale that doesn't yet reconcile with the phase-specific figures this series has carried for months.

One FID this week — SABIC Agri-Nutrients, Jubail, Saudi Arabia (10 Sept) — but it's blue ammonia with CCS, not green hydrogen, so it doesn't move the low-emissions pipeline above. No new green-hydrogen electrolysis FID and no confirmed cancellation found 8–14 September. A leaked-document report that the EU may scrap binding national green-hydrogen quotas is single-sourced and unverified against a primary document — not adopted.

LCOH, HYDRIX/Argus and ammonia prices remain entirely unretrievable for a sixth or seventh consecutive week. The ambition gap and the Spanish project pipeline
Moeve Onuba: 17 Sept groundbreaking approaching; this week's previews frame the project at valley scale (2GW/€3bn) without restating the phase-specific 45,000t/€263m figures — reconciliation needed next edition. Moeve Carteia: BOJA 175 and 178 checked directly — no water-rights decision found, 5th consecutive edition. Repsol Cartagena: a promising CARM document turned out to be an unrelated 2008 refinery permit — still unlocated, 7th consecutive edition. H2 La Joya: the >2,000 vs ~300+COAG objector-count contradiction is now precisely dated (12 Mar vs 2–4 Mar) but unresolved. PERTE ERHA: the 4 Aug award figure is inconsistent between MITECO's own PDF (€233.4m/3 projects) and press coverage (€274m/4 projects) — unreconciled.

No Q3 2026 EWI Wasserstoff-Monitor found yet — plausibly overdue given the quarterly cadence, worth rechecking. No 4th Kernnetz Marktinformationspaket.

Germany and Spain: COULD NOT RETRIEVE a fresher count — the EU Observatory's May-2026 dataset is a binary .xlsx blocked by both the sandbox's network policy and WebFetch's inability to parse spreadsheets, now confirmed as a standing tooling limitation rather than a one-off miss. Andalusia: HUB LA ISLA H2 (Dos Hermanas) verification gap resolves this week — a live Enerfip financing round confirms Phase 1 reaching COD ~now and Phase 2 (5MW) targeted Q1 2027. New Campo de Gibraltar detail: Port of Algeciras exploring its own HRS, permanent tender not before 2027.

ITM Power's FY2026 results date (14 Sept) arrived, but no results were found on the company's own investor page as of this edition's research cutoff — may simply have landed after the research pass closed; re-check first next edition. EU auction 4's non-Chinese content rule: webinar held, no finalisation. A separate horizontal EU procurement-law proposal (≥50% European content, general Chinese-pricing scrutiny) should not be conflated with the hydrogen-specific rule.

7 · Water intake and climate-relevant project screening

Taxonomy classification, disclosure gap, and permit risk — not cost
New this week: Granja de Moreruela I & II (Zamora, Castilla y León) — the first non-Andalusian/Murcian project in this dataset. Two UTU Solar plants authorised via BOCyL (1–2 Sept), drawing a combined ~223,000 m³/yr (regional total >270,000 m³/yr with a third nearby plant) from the Villafáfila aquifer, which feeds a RAMSAR-protected wetland. The Diputación de Zamora publicly supports the projects while explicitly opposing the aquifer extraction — an unusually candid official conflict, and a direct clash with the Duero basin's 2022–2027 hydrological plan. Moeve Carteia and Repsol Cartagena remain stuck at 5th/7th consecutive editions with no primary water disclosure.
